Theme: Sub-urban challenge, urban intensity and housing diversity

All towns are faced with the phenomenon of urban sprawl, splitting, and fragmentation. The increasing use of the car, the development of out-of-town shopping centres, the increase in the number of leisure complexes, and the extension of business/industrial parks, seem to be leading inexorably to a "dispersed town" urban model. There is, visibly, a new will to act in these contemporary areas, in order to reorganise them by reviving the traditional planning ethos of European towns, and by associating this with the challenges of urban sustainability.

The means to fulfil this need for the progressive transformation of the contemporary town are provided by the existence of land development opportunities and the appearance of a desire for spatial innovation that has been generated by the evolution of lifestyles. Individual autonomy is increasing , as is the diversity of social interactions within the same family, professional mobility, and the speed of communications; all of which lead to a more spread out town. On the other hand, there is a strong demand for a neighbourhood social life which needs to be rebuilt on new foundations. Architects responsible for transforming the dispersed town must ask themselves how they can give it a new set of values. François Ascher highlighted this issue as follows: they must "help individuals both to increase their privacy, and yet to be able to meet easily, to have access to housing whose functions are rich and diversified… Designers must be able to respond simultaneously to an increased demand for both stability and mobility: this notion can be expressed in terms of an anchorage rather than in terms of putting down roots. An anchor provides stability until you raise it to move on elsewhere."

EUROPAN 7 proposes to tackle this issue at the point of the interface between the urban planning level and the architectural level.

How can the dispersed town be transformed to a sustainable town with its foundations in the new social and cultural demands that are currently emerging? How can the creation of new residential districts, with innovative typologies and complex programme briefs, be fashioned into a strategic urban tool?

3 - Kurt van Belle - Patricia Medina. Hengelo. Commissioned for the competition project on the original site.
4 - Ilse Castermans - Patrick Meyers. Zuidwijk. Waiting for the site to be free for development, the architects were commissioned for a housing project in the same district.

EUROPAN ÖSTERREICH
1 - Yañeziborracapdevila architecture office (Vicente Iborra Pallarés - Ivan Capdevila Castellanos - Javier Lorenzo Yánez Molina). Wien. The first phase of reworking the competition project (accompanied by several meetings and implementation workshops) will be finished in March 2005. After that, housing developers will apply for getting the commission. They have to submit a realization-proposal on the basis of the project’s quality criteria. The most suitable-intelligent proposal will get the commission which will integrate the architects in the realization.
2 - OFFSEA (Office for Socially Engaged Architecture) (Andrea Benze, Anuschka Kutz). Graz. In cooperation with the university of applied sciences the winners implemented the concepts of the project as a design studio. Players from other disciplines (developers, province, industry, users …) have been involved in this strategic anchoring of the project on a local level. An exhibition and symposium in June 2005 will be the next step to create a lobby for implementing the project which is now developed further on by the winners. The goal is to occupy a niche on the market of prefabricated housing dealing with wood as a construction material.
3 –Florian Sammer - Karoline Streeruwitz (first prize) and SMAQ, Sabine Müller- Andreas Quednau (2nd prize). Krems. Both winning teams have been involved in a long term implementation concept which is launched by the city. On the urban level the teams participate in the huge development area of “Krems-Ost”, which is guided by a local spatial planning office. On the architectural level the first prize-team has been cooperating with a developer. They adapted the competition project in order to meet the regulations for housing subsidies.
4 - architektur.bn (Bradic - Nizic). Innsbruck. The winners adapted the project in order to meet the density demands which were given in the competition brief. After an unsuccessful meeting with the city officials and the site owner in 2004 the winners and Europan will now offer an implementation workshop to the city and the site owner.
5 - Touzimsky Herold architects. Salzburg. As the project’s program (senior citizen home) is based on a broad political commitment there is pressure on a successful implementation. The winners adapted the project concerning the general housing program. In 2004 the result was presented to the public. Right now (February 2005), the ongoing negotiations between site owner, developer and city-officials have to be finished in order to trigger further architectural development.

EUROPAN PORTUGAL

EUROPAN SCHWEIZ/SUISSE/SVIZZERA/SVIRA
1 - Sofie Troch - Gunther Slagmeulder - Kathleen Van de Werf, Dirk Waldmann - Michael Trinkner. Lausanne-Malley. Preparation of site by technical studies on infrastructures in order to start the urban planification in which will be involved the prizewinning teams selected by the Europan swiss jury.
1 - Equipe Roland Stutz - Ruben Daluz Gonzalvo - Martin Bruhin. Fribourg. Continuation of studies through a committe of evaluation and politico-economical promotion in order to value the site.

EUROPAN SLOVENIJA
