I have an european diploma in architecture and im younger than 40, therefore following the rules of europan 10 i should be able to participate at the competition. Some weeks ago i recieved an email from the Netherlands, the country where i've registerd myself, telling me that only architects with european diploma, living in the Netherlands and registered with the Stichting Bureau Architectenregister can participate to the competition. Europan should be open for young european architects but in this way the Netherlands are excluding all the foreign architects. This new rule has been called "Dutch supplement to the general Europan 10 rules concerning the qualification of the participants". How does this story works, first you pay and than they put a new rule telling you that you can not partecipate? I would like to know if i can participate to europan 10 in the Netherlands also if im not inscribed in the Stichting Bureau Architectenregister. If not the Netherlands shouldn't participate to european competition if they turn it in a national one and i would like to have my money back since the email is arrived only after the inscription. Tanks for your attention.
There are no national rules : the general rules of Europan applies to all countries.
In the rules is written :
"1.1 Eligibility
1.1.1 Entrants
Europan 10 is open to any team of young urban and architectural design professionals (architects, urban planners, landscape designers, engineers). Teams may also include young professionals from other disciplines.
All candidates (team leader, associates, contributors), whatever their profession, must be under 40 years old on the closing date for submission of entries (see timetable).
1.1.2 Formation of teams
Team Leader
He or she must be an architect graduated from an European country or must have the statute of architect following the law of an European country."
>>> "Following the European rules of the competition, and voted each session by all participating countries since a long time, for registration to Europan as competitor is only asked a diploma of architect (level master) of one of the European country. And it is only if they don’t have this diploma that is asked a registration to a chamber of one of the European country. It means that it is not necessary to have the professional authorization to build or a registration to a professional chamber."
when I try to register to a third site i've back this message what does it means "Duplicate payment request Access refused!" I have just registered to two sites and I want to go on with other registrations
The is a security on paiement for duplication by error or for stolen cards (dates and amounts to near from each other). It means that you just have to wait to continue to add registrations with the same credit card or to use another credit card.
We have made a team to participate to europan competition but we don't have yet a team leader with the right requirements. Can we start to make registration to have the site's instances using one of our name? and after, when we will find, can we change the team's leader's registration? I have read that we can make inscription's change until may, but i don't know if it works for leader's particulars too.
Yes, you can.
The team leader has to be for the 29th of may : limit date of registration and changes of team.
If the team members (team leader and associates) have a qualification certificate in architecture in a European language which is neither English nor a site's local language, is an official translation needed? If so, in which language should it be translated?
• If you translate in English, it is the more easy as you can enter in any country you want.
But actually you just need to make your qualification clear to the national secretariat of the site that you chose (so it can only be in the concerned national langage).
• This translation can be made or just your qualification can be acted by your own national europan secretariat or any that can recognize your diploma.
Is it a minimum level required for diploma to participate as associate to Europan competition ?
No

- is the architects’ register enrolement certificate equivalent?
It is neither not necessary to translate degree and qualification test nor to certificate them by notary act
The architects’ register enrolement certificate is equivalent because joins toghether degree and qualification test.

No the team leader must be the same and the team is indivisible and its members cannot be members of other teams.
No il capogruppo deve essere sempre lo stesso, il gruppo è indivisibile e i suoi membri non possono far parte di altri gruppi.
To be registered as a team leader (also on sites other than italians) is the inscription to italian architects’/engineers’ order necessary?
Per iscriversi al concorso in qualità di capogruppo (anche su siti stranieri) è necessaria l’iscrizione all’albo ?
Inscription to italian architects'/engineers' order is not necessary.
Non è necessaria l'iscrizione all'albo.
LS, I have a question concerning the regulations of Europan. It says: No person may enter the competition in a country where he or she: - works for the practice or professional organization of any member of the jury; that seems obvious and reasonable, until you see that in the Dutch jury a certain Mr. De Hoog participates who is a professor at the TU Delft and also works at DRO, the Amsterdam municipality. The TU Delft is a huge university with a lot of part-time teachers - young architects with their own offices, but working their for a day a week or so - students who graduated allready in for example architecture, doing a urbanistic master for example. DRO is part of the amsterdam municipality where also a lot of young designers work. So by taking this man in your jury, you exclude a huge amount of people from participating in the dutch Europan sites (which, for the dutch, are the most obvious to join). Unless you say, 'works for the practice or professional organization' means only the innercircle of people who this particular guy works with. You run the risk that a lot of people who f.e. work part-time as a teacher in Delft, are simply unaware of the fact that he is a professor there, also because it is not on the site, and are at the end confronted with the fact that their entry won't be taken into account. You could, off course, also discuss this with him, as it seems rather inappropriate that one jury member causes the exclusion of so many potential participants. regards, Peter
National organisations of Europan are responsible for the composition of their jury.
Indeed, following the rules, competitors who have a clear acquaintance through work with a member of the jury can not choose a site that will be jugded by this member of jury.
The composition of juries are displayed on the web in order for those in this kind of situation to choose a site of another country.
Is it possible to participate in different sites of a same country with different teams?
No
Can an office participate in Europan? A friend and I have started an office recently. we are both under 40. She has an European diploma and I have a non-European diploma, though my nationality is British. Can we join Europan as an office? Or that she must be the team leader and I must be a contibutor?
Europan is a competion for young professionnals as persons.
An office can not register mainly in order to protect young architects to be used by well settled offices to participate to Europan competition of Ideas.
In this case, the team leader has an European diploma of architect and the contributor a non European one. Team leader will be recognized as author of the project but not the contributor as written in the rules.
I have an M.Arch diploma from a European Institute, but my B.Arch diploma is not from a European Institute. Can I participate?
You need to have a diploma of architect recognized in one of the European countries.
Does the diploma have to be from the same country that I am participating? If not, in that case, if I am lucky enough to win and the project would be built, what will happen since I do not have the local architectural licence?
You need to have a diploma of architect recognized in one of the European countries.
I have a non european diploma homolgated in Spain; is it possible to participate in countries others than Spain?
You need to have a diploma of architect recognized in one of the European countries.
In the competition rules it is said, about the team leader, that “He or she must be an architect graduated from an European country OR must have the statute of architect following the law of an European country.” (1.1.2 Formation of teams). Yet, by reading the answers to the questions already posted, I understand that national certification (in Italy, abilitazione all’esercizio professionale) is compulsory. I would like to have some explanation about this point, especially regarding Italian certifications: is self certification acceptable? If no, must the certificate be original or can I submit a photocopy? Will these documents and the team members ID cards be submitted with the entries or should we provide them before? Thanks.
1) all team members team have to be graduated.
2) It is possible to accept a Self certification to be submitted toghether with entries and all other documents.
In the Rules document, under > 1.2.Registration < There is a requirement to submit the national identity cards of all participants. Is this a unique document, or can other forms of identification eg. passports be used ?.

We are a group of Spanish noblemen, who are also architects. Is necessary using our real names while registering of can we use our titles?
Only real names are your real identity that we can check on ID.
Is it possible for a teammember or teamleader [a team or a member of that team] to sent in more than 1 projects for the same location?
Please read the rules.
It is clearly not possible : 1) The team is indivisible and its members cannot be members of other teams. and 2) Each team leader and/or team can enter submissions on several sites, provided that those sites are in different countries.
On the contrary, it leads to invalidation of your participation.
I have a non European nationality, I am not living in Europe and I did not graduated from a European country. However, I would like to be part of a team with all qualifications stated above. Can I enter Europan 10 as a contributor?

I am a sustainability/Code for Sustainable Homes consultant and work for an architect company and wish to be a member of a team. But I am not really sure what type of recognized qualification I would need to provide? Are you able to advise if I am suitable to participate and what I would need to provide?
To be associate, you need to provide a diploma whatever is the concerned field.
we are still a bit confused regarding the date that the quallifications and identity cards must be sent in. Is it with the competition proposal or is it before the last day of registration?
All documents have to be send together.
I have an european diploma in Italy: laurea specialistica in ingegneria Edile-Architettura, is this sufficient to partecipate as team leater
If it is a diploma of architect, yes.
To participate you just need to have the diploma and not the professional registration.
The rules state ; "No person may enter the competition in a country where he or she: - has any commitment to, or is professionally involved with, any of the parties responsible for the proposed sites;" Where a country has two different sites, and I am ineligible on only one of the sites due to a professional involvement with the party responsible for the site, I presume I can enter on the other site where I have no involvement ? The statement in the rules above could be interpreted to mean that any involvement with any site in the country means that I can't enter that country at all.
Following the rules, you can participate to the sites on which you have no involvement with the party responsible for the site, so you should be able to participate to the other site of which you are speaking about.

Yes if your diploma is a diploma of architect. Additional professional pratice is not asked to participate to europan competition.

For architects living in Netherlands (Dutch or from an other nationality), to have the title of architect, it is necessary not only to have a European university diploma but also a registration to the SBA.
For architects who are not Dutch, they only need to register with an adress out of Netherlands to be accepted without this national registration

I am an architect graduated at the Swiss Italian architecture academy and I have the permission of OTIA to work in Canton Ticino. Even though I live in Italy, can I partecipate to the competition as a group leader and having the Otia permission as a register certificate?
In Switzerland, competitions are open to any architects located in Swiss or in any country belonging to the ones that signs the OMC agreements on public markets, and if architects meet the following requirements:
To have a diploma or a diploma equivalence with the Zürich and Lausanne federal polytechnic schools, or with the Institute of Architecture of the Geneva University (IAUG or EAUG), or with High Specialized Studies (HES or ETS). To be registered with the architects professional register REG A or B (Swiss Foundation of engineers, architects or technicians Registers.
In Europe, the swiss conditions are available; therefore, European conditions precise more in details the requirements for partnerships.
Our team is made up by a landscape architecte DPLG (Ecole de paysage Bordeaux France) and a town-planner having a diploma of the l’Ecole Polytechnique d’Architecture et d’Urbanisme d’Alger (EPAU) Algeria, a Master of town-planning obtained at the Institut d’Urbanisme de Paris (IUP) France and a diploma of specialization in architecture DSA town-planner (3rd grade) obtained at the l’Ecole d’Architecture, de la Ville et des Territoires de Marne-la-Vallée, France. The author has to be an architect, I would like to know if the architect’s diploma obtained in Algeria is enough to present our candidature or if it is necessary to proceed to formalities of equivalence? If yes which ones?
Only the Algerian candidate could be the author. The landscape designer can only be associated. But for the Algerian candidate, his candidature is only accepted if he has obtained an equivalence of his diploma in France - perhaps he has obtained this when he made his postdiploma studies but it has to be confirmed by an official document that he has the right to practice in an European country. Because even a French DSA (post diploma of the 3rd grade) does not give him automatically the architect title in Europe, as he has the diploma of an Algerian architect. If he does not meet this conditions, only an architect having obtained a diploma in an European country will be retained.
I have a diploma as a town-planner recognized by the University of Geneva, as well as a post-grade diploma in urban management. Can I take part in the contest?
In Switzerland, competitions are open to any architects located in Swiss or in any country belonging to the ones that signs the OMC agreements on public markets, and if architects meet the following requirements:

I have a title as a town-planner and a master in landscape architecture. I am member of the order of architects, town-planners and Italian landscape architectes with a qualification for town-planning. Can I register as leader or has that to be an architect?
You need to have a diploma of architect.
Does the team leader need to send in the sealed envelope only the European Diploma of Architecture or also the license of architect?
As only the diploma is asked to be able to participate to europan competition, please send only your european diploma.

We are a greeck architect (team leader) and an italian one (team associate) and we are registered for den haag site. We are studying in the Netherlands in a post-graduate master. We received this e-mail from europan nl (s.garib@europan.nl): For the entrants that live in the Netherlands: The team leader - who is obliged to be an architect - as well as the team members entering the competition as an architect, interior designer, landscape architect or urban designer, have to be registered with the Stichting Bureau Architectenregister (SBA, see www.architectenregister.nl ) in Den Haag. Do the team leader register in Dutch architectural association or not? and the team associate?
For architects living in Netherlands (Dutch or from an other nationality), to have the title of architect, it is necessary not only to have a European university diploma but also a registration to the SBA.
For architects who are not Dutch, they only need to register with an adress out of Netherlands to be accepted without this national registration.

I would like to change my registration on a Dutch site into another Dutch site. I know I can get the fullsite info for another €50. I need to know what the procedure is for changing the registration. Or just send in the entry for the final choice?

We are 2 groups of architects. the first group is registered for a site; the second group is registerd for another site in a different country. The 2 groups completed the registration process indipendetly (with 2 payments, 2 passwords etc.). At this point, is it possible to add in the first group the members of the second and to add in the last one the members of the first? In this case (considering taht the two groups would have the same list of team members) how can the 2 groups be considered? 1) Must they be considered as 2 different teams because they have different registration process? 2) Or can they be considered as a single team? And, if they could be considered different teams, can they have different team leaders?
A team is indivisible.
So if you gather, it will be considered as one team. A member can not be in differents teams or it will exclude all the team of the competition.
Is the same team allowed to partecipate to two different sites in two different countries with two different registrations and by paying two times 100 €?
Yes, but it is cheaper to get an additionnal complete site folder for 50 euros.
I'm an italian Engineer graduate on Civil Engineering, the italian office say to me that is possible to register as team leader, it's correct?
If the Italian europan secretariat says so, it means that with this diploma you can build a building so it is OK.
I am a student of architecture yet. I will finish the career the next year in Spain ( ETSAB, Barcelona ). If i would participate in this edition, what kind of member i would be? ( associated or colaborator )
you can participate as collaborator only. It means that you will not be recognized as one of the authors of the project.
According to the "closing date for registration" I would be thankful for an answer to the following question before Friday 29 May 2009: It is stated in the rules, that "no person may enter the competition who is employed by, or is carrying out work for any member of the jury or the local technical committee". May I participate on a site in a country, though I am employed by a member of the local committee of ANOTHER site in the same country? The statement quoted above could be interpreted to mean that I can't enter at all.
you can participate if the persons of the local committee of this other (than yours) site has no connection with the persons of the local committe of your choosen, and no connection with members of jurys.
